At a glance: On July 3, 2026, PSA International – one of the world’s leading port operators, headquartered in Singapore – signed an agreement with Lach Huyen International Logistics & Industrial Park (LHF) to jointly develop and operate four deep-sea container berths at Lach Huyen Port, Haiphong. Total investment: $945 million. Annual handling capacity when fully operational: 4.5 million TEU. Phase 1 (two berths) will begin construction before end-2026 and is targeted for completion in 2028; Phase 2 follows with full completion by 2035. The deal adds a major independent port operator to Lach Huyen’s growing terminal cluster and directly connects PSA’s existing inland container depot in Bac Ninh to a deep-sea gateway, strengthening northern Vietnam’s position as a direct-call port for large ocean-going vessels on Asia-Europe and transpacific trade lanes.

What Was Agreed
On July 3, 2026, PSA Vietnam, a subsidiary of Singapore-based PSA International and one of the world’s leading port operators, and Lach Huyen International Logistics & Industrial Park (LHF) signed an agreement for PSA’s investment in Lach Huyen Port Investment Joint Stock Company. The joint venture will develop and operate four deep-sea container berths at Lach Huyen Port in Haiphong, with a total investment of $945 million and a combined annual handling capacity of 4.5 million TEU once fully operational.
The deal adds PSA to a growing list of major global port operators committing capital to Vietnam’s northern port corridor – alongside existing Lach Huyen investments by HICT (a joint venture between Mitsui O.S.K. Lines, Itochu, and Vietnam National Shipping Lines) and LHTC.
Development Timeline
Location – Lach Huyen Port, Haiphong
“Vietnam is one of Southeast Asia’s most dynamic and rapidly growing economies and this project reflects PSA’s long-term commitment to the market. By adding a strategic deep-sea hub at Lach Huyen to our existing network, we are strengthening our Node to Network strategy and enhancing connectivity across regional and global supply chains.”
– Nelson Quek, Regional CEO Southeast Asia, PSA InternationalWhy Lach Huyen – and Why Now
Lach Huyen Port occupies a strategically important position in Vietnam’s port development landscape. Located at the mouth of the Cam River in Haiphong, it was designed from the outset to accommodate large deep-sea vessels that cannot call at older, shallower berths further upriver. Unlike the traditional Haiphong port area, Lach Huyen can receive vessels of 100,000 DWT and above – enabling direct calls from ocean-going carriers on major East-West trade lanes.
The timing of PSA’s investment reflects the convergence of several structural trends: Vietnam’s manufacturing sector is absorbing significant inward FDI as supply chains diversify away from China; northern Vietnam specifically is home to major electronics and machinery production clusters in Bac Ninh, Hung Yen, and Hai Duong; and existing port capacity at Haiphong is increasingly constrained relative to export volume growth.
The Manufacturing Hinterland Connection
PSA’s investment at Lach Huyen is explicitly designed to connect with its existing footprint in northern Vietnam’s manufacturing interior. The company already operates an inland container depot (ICD) in Bac Ninh – the heart of Vietnam’s electronics manufacturing cluster, home to major Samsung, Canon, and other technology production facilities. The deep-sea terminal at Lach Huyen will serve as the seaward anchor of this inland-to-port corridor.
PSA’s deal follows a series of concessions between carrier-controlled terminal operators and Vietnamese companies to develop port facilities at Lach Huyen over the past several years. HICT, a joint venture between Mitsui O.S.K. Lines, Itochu, and Vietnam National Shipping Lines, already operates deep-sea berths at the site. The addition of PSA as a major independent port operator further cements Lach Huyen’s status as northern Vietnam’s primary international container gateway.
With 4.5 million TEU of annual capacity coming online by 2035, Lach Huyen will rival the capacity of some of Southeast Asia’s established hub ports – and represents a fundamental shift in how northern Vietnam connects to global trade lanes.
What This Means for Shippers and Logistics Operators
-
Direct deep-sea calls from North Vietnam – from 2028When Phase 1 berths open in 2028, shippers in northern Vietnam will have access to additional deep-sea capacity capable of handling large ocean-going vessels on direct Asia-Europe and transpacific routes – reducing reliance on feeder services through Singapore or Hong Kong.
-
Shorter supply chain lead times for northern manufacturing clustersElectronics, machinery, and consumer goods produced in Bac Ninh, Hung Yen, and Hai Duong will have a more efficient route to market – via PSA’s integrated ICD-to-terminal corridor – reducing inland transport time and cost compared to routing through congested upriver terminals.
-
More competitive freight pricing through increased terminal competitionWith PSA joining existing operators at Lach Huyen, terminal handling charge competition will increase – benefiting shippers through more transparent pricing and greater choice of terminal operators for the same port.
-
Signal of long-term confidence in Vietnam’s trade growthA $945 million commitment from PSA International, one of the world’s most experienced port operators, is a strong institutional signal that northern Vietnam’s export growth trajectory is expected to continue well into the 2030s. For businesses making sourcing or manufacturing location decisions, this infrastructure commitment matters.
Voltrans Logistics operates across all major northern Vietnam port gateways – including Haiphong and Lach Huyen – with customs clearance, freight forwarding, and inland logistics capabilities covering the Bac Ninh, Hung Yen, Hai Duong, and Hanoi manufacturing corridor.
As Lach Huyen’s capacity expands and new deep-sea services launch through 2028, our team is positioned to help you optimize your northern Vietnam supply chain routing from day one.
Looking Ahead
PSA’s $945 million commitment to Lach Huyen is the largest single port investment in northern Vietnam in recent years – and a clear statement of where global port capital sees long-term trade growth. With construction of the first two berths starting before the end of 2026, the impact on northern Vietnam’s port capacity and supply chain connectivity will begin to materialize within two years.
Voltrans Logistics will continue to monitor Lach Huyen’s development and publish updates as construction milestones and new carrier service announcements are confirmed.
